The Mayor decided that since he couldn’t stamp out prostitution in the town, the town could profit from it instead. The deal to the prostitutes... in return for being ‘registered’, the police would leave them alone. This would have the added advantage of freeing up police time. And to register, of course, an annual fee would be levied.

At first the hookers didn’t bother registering, but then the police swooped and made the sex workers’ lives miseries, resulting in wholesale registrations.

“I done it good!” the Mayor boasted at election time.
