The senator appears to have been plotting to surprise the President with a birthday party. The senator was allegedly trying to recruit as many fellow congressmen as he could persuade to join his secret plot. The plan was to lure the President to a closed door meeting and then jump out and yell "Surprise!" The President would then be given gifts and a large cake. The plotting congressmen would then watch while he blew out his candles. After the party the mess would quickly be cleaned up and a special announcement would be made to the public about the celebration.

Thanks, Neville. It's interesting to try and write it where the unredacted bit is innocuous until you black some of the words out. But I suppose that was what I was going for with this series. You can make practically anything sound criminal by removing a few words. And I think the governments of the world know that.

Thanks, LesleyAnne. It was inspired by seeing a document online that the government recently released and so many of the words were blacked out for "national security reasons" that you could barely understand what it was even about.
